Introduction:

Tree Frontiers were approached to assist in the development project at The Lygon Arms. Previous planning consent had already been granted and initial works had been undertaken as a meaningful start in order to implement the consent. A revised planning application was drawn up which required updated tree data and constraints information. Tree Frontiers provided this, and assisted in the overall site design. Together with input from the rest of the project team an updated planning application was submitted to the LPA.

The Project Team:

L+R Hotels are a privately owned investment firm which owns a suite of hotels around the world, including several in the UK. It purchased The Lygon Arms in 2014 and began Phase I of the redevelopment of the property in 2017. L+R appointed JPPC as their planning consultants for Phase II, who in turn appointed Tree Frontiers for the arboricultural input. Designs for the site were drawn up by Evoke Architecture, with landscaping by Portus + Whitton and utilities by AJF Engineering Consultants.

The Opportunity:

In 2021 planning permission was granted for Phase II of the development at The Lygon Arms, which focused primarily on land to the north of the main building consisting of guest suites, an events building, staff accommodation and gardens. Alongside this an application was also submitted for five dwellings in place of the current staff accommodation, but this proposal has since been withdrawn. A decision was made to retain the original staff accommodation, and as such an updated tree survey and constraints plan was required.

Tree Frontiers joined the project team at this point and carried out a detailed survey of the site. In the Arboricultural Impact Assessment that was prepared following this we were able to identify which trees would require removal to facilitate the revised plans, noting that the number of trees to be removed would be less than in the original scenario. The new plans would also enable a greater number of moderate quality (category B) trees to be retained.

We identified all trees that were subject to TPOs within the site boundary, all of which would be retained, and provided a preliminary Arboricultural Method Statement to ensure their protection during the development. We also indicated that a section of the site falls within a conservation area, therefore any proposed tree removals within this section would require permission from the LPA.

In order to comply with BNG requirements, a replacement planting plan was submitted alongside our report which would also provide the added benefits of complementing the existing tree stock and ensuring long-term amenity value.

The Results:

Our report was submitted as part of the revised planning application, and this was approved in July 2025. We are continuing our involvement in the scheme through the provision of an Arboricultural Clerk of Works (ACoW) service. This includes the provision of site-checks to ensure retained trees are being protected and providing advice during the construction process to ensure any tree related issues are swiftly resolved.
